Absract. The legal-pedagogical analysis focuses on the opening of the first Higher Pedagogical Course (1888) and its implementation as a higher school with the main task of preparing teachers to work for the national and cultural
individuality of the Bulgarians. As a result, it is assumed that with the Higher School in Sofia, a successful model of higher education was established in the system and the foundations of scientific and methodological practice were laid in accordance with “our national ideals”. Its transformation into Sofia University is assessed as a legislative and socio-pedagogical contribution of national importance, in line with the strategy for the development of a comprehensive education system in the country.
